Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Auth 5 U.S.C. 9905, 06/23/2023 to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: S erves as the Environmental Compliance Specialist in the District's Sediment Quality Team, Waterways Maintenance Section of Channels and Harbors.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for a Biologist (0401):
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Basic Education Requirement for a Physical Scientist (1301): Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
Combination of education and experience: education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Education Requirement for a Chemist (1320): Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR Combination of education and experience: course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
Basic Education Requirement for a Geologist (1350): Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR Combination of education and experience: course work as shown above, plus appropriate experience or additional education.
Basic Education Requirement for an Oceanography (1360): Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. OR Combination of education and experience: course work as shown above, plus appropriate experience or additional education.

In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience for the GS-09:
One year of specialized experience which includes compliance of federal and state clearances to environmental and navigational waterway and their consequences. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Have completed two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. (Note: You must attach a copy of your transcripts)
OR
Have a combination of education and experience: To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

Specialized Experience for the GS-11:
One year of specialized experience which includes comparing local processes and procedures to develop and maintain environmental compliances listed under various authorities in relation to environmental and navigational waterway contaminants and their consequences. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position,
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
