This position is located in the Research and Development (R&D) Service - Portland ORD VISN 20 at VA Medical Center in Portland, OR.

Requirements:

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristics are basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointments and represent minimum requirements for a position. Applicants who do not meet the SPF are ineligible for further consideration. The Selective Placement Factor for this position is : " Must have all of the following experience: conducting regulatory and policy review of human subject protection, biosafety, Institutional Review Boards (IRB), Institutional Animal Care and Use Committees (IACUC), and research committees through regulatory and policy compliance."

To qualify for this position you must meet the following:
SPECIALIZED EXPERIENCE : Must possess one year of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field equivalent to at least the GS-09 grade level in the Federal service. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. To qualify at the GS-11, you must also have experience in Institutional Review Board (IRB) research or knowledge of the IRB process. This experience must be detailed in your resume to receive credit.

EDUCATION SUBSTITUTION: Must possess a Ph.D., equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
